  On the road to send v2.  
  
  - Revamping send form as a series of elements, which can be changed out by 
    send-api-using modules.
  - Changing database layout to consistently account for send contacts of various
    types.
  - Begin the removal of oudated hook_send, replacing it with other hooks and
    callbacks.
  - Decoupling send form + send() function, which allows for messages to be 
    tracked and handled by send without the accompanying form.
