... at least it didn't for the recent Debian Lenny server I setup according to the instructions in the documentation.
Considering that Apache 1.3 has been end-of-lifed, and the documentation itself suggests Apache 2, I'd think we should change the default to '/usr/sbin/apache2ctl'.
It's only a one character difference, but I've attached a patch.
