In /admin/user/troll/ip_ban I entered an IP address that I need blocked.
When I go to: /admin/user/troll/dnsbl/test and enter that IP for testing, it says IP is blacklisted, yet he is able to post comments using the same IP.

Am I missing something?

If this is still an issue, please re-open and upgrade version to D7. Drupal 6 is no longer being maintained.
