I have a dev.example.com site for development workflow. Prod site is www.example.com. When fb_devel.module is enabled, the admin_theme doesn't work.

Of course all of the DFF settings are pointing back to www.example.com, not dev, so this may not be as much a bug as a feature description for the documentation.
