Any chance you could add PRESSFLOW.txt to the remove list? More interestingly, do you reckon themes / modules could add their own drush_cleanup hook or is that a silly idea.

I am leaning more towards a "*.cleanup.ini" text file method.

Make `cleanup.cleanup.ini` and that will magically clean up the clean-up file and it'll self destruct in 5... 4.... 3.... 2....
