The files haven't been updated in 20 months. That's probably going back to Drupal 4.6 era. The module's quite small though and is probably relatively Drupal version-agnostic, but it definitely won't work in 5 without an .info file.
Since the http://drupal.org/project/taxonomy_browser module is referring to the node type filter module for the filter-by-node-type feature to work with its search, it seems strange that this module is not maintained; as I have the impression that the taxonomy browser is fairly popular (? - certainly a useful module), so I wonder if there is another way in 4.7.x that can enable the "filter-by-node-type" feature of taxonomy_browser.
