Low-level logic in API communication code needs to be updated

Attached patch updates mollomapi_invoke(), _watchdog(), and most importantly _retrieve_server_list() to be identical with Mollom HEAD.

To simplify code diffs between mollom and mollomapi, I've moved _retrieve_server_list() below _authentication(), so we have the same order as in mollom.inc.
