Needed: developer to upgrade (4.6 to 4.7) and enhance a community-of-practice site

The National Association of Empty Property Practitioners is a small community of practice that needs to a developer to upgrade and enhance its site: www.naepp.org.uk .
The site is a simple membership site built around a library of information items and forums. It relies heavily on taxonomy access control module to maintain a distinction between full and associate members. Associate membership ensures as wide a membership as possible; full membership is essential to provide an income to the assocation.

The site uses a relatively small number of contributed modules and there are currently no hacks of module code. The theme is based on chameleon with relatively few tweaks. The philososphy of the site is to keep it as simple, robust and maintainable as possible but it does need some improvements to ensure we can get members to engage as fully as possible.

The budget is around £1,000.

The upgrade is needed rather urgently but we are keen to establish a long-term relationship with a developer who is a good communicator and can give appropriate support and assistance. I am aloso keen to find someone who can help me personally develop a process for creating similar sites quickly based on replication of a template (however that would be a separate job).
