How can users define a label for a unit such as - "cord length" - 44 feet, "Outlet length" - 2 inches?

My impression is that you are using units.module? Last I checked, that module has a hook_units_alter() that you can use in your code to modify the labels. There isn't an UI as far as I know, so this would be a cool feature request.
