You can copy your SEO tags into your new drupal site using modules like page title and nodewords. You will want to set up 301 redirects in your .htaccess file to properly redirect your static pages to their new drupal URLs. This will ensure you don't loose any search engine positioning.

Aside from what baronmunchowsen said, there's still more. In your theme, you can make sure the content is printed before sidebars. You can install XML_Sitemap. You should install Path Auto to customize the address for all your content. You can use URL aliases to point from your old page links to your new ones. Even without all these things, search engines love drupal sites.

There's also two modules, SEO Friend and SEO Checklist that will give you check lists and tests to see how your site SEO could be improved.
