I keep getting this error message, it even shows up for anonymous user pages.

I had this issue come up when I upgraded from 6.2.2 to 6.2.3. I have browscap enabled.

I resolved the issue by uninstalling mobile tools, disabling browscap, clearing cache (this did not work when I did not clear the cache here), and re-installed mobile tools and re-enabled browscap.
