I've been out of town for the last couple of weeks so I've not had a chance to check in on my sandbox either. @Steven Merrill if you want to coordinate let me know as my sandbox had the plugin stuff working too. just haven't had spare cycles to follow up.
I got a chance to incorporate pretty much all of jaydub's changes from his sandbox as well as fix some other non-DBTNG remnants to the point that the module now caches (and doesn't generate a new MD5 hash for the cache on every page load.)

I've at least restored the CTools plugin functionality to a working state in http://drupal.org/node/1330806#comment-5198888 (against @dereine's sandbox.)
It still definitely needs more work - I'll post another update in a few days.

If you don't mind the dependency on Rules, Cache actions works very fine .
