Check cache_block in _authcache_block() Ajax phase

Idea by funkmasterjones to check the block cache before initiating the full Drupal bootstrap.

Might be tricky, see http://api.drupal.org/api/drupal/modules--block--block.module/function/_.... Will need to add more block meta info to pass to Ajax phase.
