Refer to other fields in form and refer to table-values

Hi,

Again some questions from a php-noob:
1. Is it possible to refer to other fields (or rather the input of those fields) for using in a validationrule?
2. Is it possible to use values from a database-table to use as allowed values?

If so, can you give some examples?
