When the user creates a new profile, please provide a sample of what is expected as a toolbar configuration, maybe a very simple one, with all drupal only things.
There is a link do ckeditor documentation, but is not a simple copy/paste and them personalize your toolbar, because the format is a litlle different.

In previous versions (6), there was an option to do things like full, drupal full, etc.

It would be nice to have those as starting points! But a minor issue nonetheless.
