Global feed setting has no effect

The global feed settings on admin/config/services/rss-publishing doesn't have any effect on rss.xml or feeds.

I have set it to only include title plus teaser, but all feeds contain the full node content.

Only way to get the summary/trimmed is to manually enable the RSS option in the display settings for each content type and configure it there.
