Is it really necessary to require Smart tabs module in order to install Module Grants Monitor? I see the project page has instructions for disabling its functionality, which suggests to me that it doesn't really depend on it, and I, for one, would rather not increase the load on my server and increase my maintenance worries by adding a module for no other reason than to disable it. :)

I also wish to have the 'accessible content' feature of module grants monitor but without the 'overhead' or smart tabs, in which in my opinion like Travis above, only adds weight to a site.

Patch attached that removes the dependency (accessible content still works)

Patch applied. Smart Tabs is no longer a programmatic dependency -- but still highly recommended.
