User rules conflit

Hi,
This is my first post has i'm a newbie drupal user.

I'm with a problem related to rules. I created one new rule profile, defined the permissions and associated to two users.

Everything seems to be working without problems but I still can't use tag that is only permitted in this rule as so the image button in tinymce that's not allowed to the authenticated user rule but it's for this.

It seems like the "authenticated user" rule is overwriting the other new rule.

What should i do?
