I want to know if Drupal can be used to syncronize an oline store inventory with a local database, so either the purchase was made on the online store or the physicalone the inventory gets actualized.

The e-commerce module will track inventory internally. Perhaps this solves your requirement; or is at least a good start for you to build upon.
