We have content using panels. When editing panel custom content and trying to create an anchor link, the text box for typing in the name of the anchor will not accept text. The text for the anchor can be pasted into the block using the mouse, but input is not accepted from the keyboard.

The same thing happens when editing custom content.

Same issue here with adding tables, cannot type into the text box but I can right click and paste into them. Only happens with created custom content.

In general, I would suggest that you use a node for this custom content instead, or find a different solution to get the content in place.
If we are to actually fix this though, someone that can reproduce the problem will need to move the issue over to a relevant WYSIWYG project, ask the question "What are the requirements on the input field, for [WYSIWYG-name] to work?", and the transfer the issue back.

I'm closing won't fix for now. Just re-open it if you have further questions.
