Move the carriers to the sms_email_gateway module

I don't see any reason to have the carriers code in the sms.module

It appears to only be useful if you are using sms_email_gateway so I propose the following patch to move it to that module.

Problem is I don't use this gateway so not sure if moving things around has broken anything, so would be grateful if someone could test this out.
