I just installed Drupal 7 and looking the configurations for panels I got the following notice:
Notice: Undefined index: title in panels_common_settings() (line 241 of C:\wamp\www\seven\sites\all\modules\panels\includes\common.inc).

This is due to an incorrectly configured content type, but it's difficult to tell which one without being able to actually reproduce it directly.

Uninstalling and then Installing Panels did not fix the problem.

Try this, delete the viariant, then disable and setup. This worked for me:)

I got this error when running out of memory. I had a difficult time removing it until I deleted the variant. Once that was done I was able to disable it and re-enable it.

Hm. Deleting a variant shouldn't have fixed this. THe original report is nearly a year old, though, so closing.
