Looks like a copy/paste/tweak error. It makes it tricky to click on other links within the block in some cases.

block-editing.css has right: 0 and it was changed to left: 0 for rtl, so the div stretches all the way from right to left. Fixed by right: auto in rtl. Patch attached.

i have just made a slight change to your patch since you forgot to add the --no-prefix option to git diff.
