I would like to be able to Scale and Crop with the No Upscale option available for Scale. My goal is to be able to display very tall but very thin images (such as 10240x128) with something being visible, rather than just a tiny indeterminate rectangle.

Re-opening: this is not possible with 6.x-2.0-rc1. The "scale and crop" operation only provides settings for height and width, not an "allow upscale" checkbox.
