It's been less then a day and you've already gotten a technically correct answer. The pager is a native function of Drupal. You will have to provide more information for people to try and guess what you are asking.
Assuming you are using /node as the default front page, the pager will not appear if insufficient number of posts have been promoted to the front page. If you are not using /node as your front page, then you will need to do something else.
