Safari and Explorer Black Background Covering up webpage during pop up

In Safari and Explorer 5.0.3 and Explorer 8.0 when I click the login or register links, the entire screen goes black
except for the pop up window, this black background obscures the web page and make a small 'pop up' pointless.

On Firefox, no problems.
