This version of Options Element fixes several minor bug fixes.

Bug fixes:
#977198: Can't install option_element (requires PHP 5)
#949556: for (var n in ...) not reliable
#1009508: Elements with the "multiple" but not "multiple_toggle" property (e.g. checkboxes) don't have their default values saved
