My block module is randomly disabling many blocks approximately every 10 to 20th time I either simply go to admin/block or save a new set of block specific settings . Has been happening for a week. Am not getting any error messages from the server log and have tried for trouble shooting guide with the irc channel but no luck so far .Have turned off throttle but this has not made any difference.

Try updating Drupal to the latest 4.7.x-dev as there were some improvements to the block admin code in certain situations.

I should clarify my last statement, you'll want to download 4.7.x-dev only to test if it fixes your problem. If it does, you should download the latest release (4.7.4) as the fix may be included in that release, or wait for 4.7.5.

The issue I'm thinking about is this one http://drupal.org/node/77924 and looks like it should be included in 4.7.4 so you could even skip downloading the 4.7.x-dev and try 4.7.4 first, and if it works, you're golden!

If not, there may be other issues at play here, so please report back.

I don't have a double administrator issue but I do sometimes have two admin screens running at once so it may be I have had two admin>block pages open at once . In my case it is as if Drupal runs out of horsepower and simply disables a whole lot of blocks (and re-enables some disabled ones ) and loses their page visibility settings as well . Have tried turning off throttle, cache and flushing out the cache, but that did not solve the problem

Did you try testing with a newer version of Drupal like I suggested above?

Am having same/similar problem with 4.7.2.
Is your MySQL server on same machine or remote server? (I ask because I did not have this problem while developing the site on a single server but this may also be explained by the fact that there was only ever me logged in as an administrator...)
Awaiting news on whether the 4.7.4 version fixes this.
