Release notes

By ServiceObjects: Fixed issue with module calling FastTax even when a state is not selected for taxes. Fixed issue with numerous redundant calls to service per checkout (solution is to add back the caching). Minor wording tweaks. Added a Cache settings tab that clears the cache manually. Also fixed #654664 by ramsey85: Applied patch to fix order preview infinite loop.
