More control over layout and organization of fields for user information

I added some additional fields to the User info form, however I can't adjust where the "Contact settings" field falls in the list. In the attached screenshot it falls between City and State and I would like to move it to the end of the list but I didn't see a way to do this. The "Contact settings" field did not appear in my list of movable fields.
