"^" is not enough of a description, zen. c'mon here, i can't read your mind, and the title isn't particularly descriptive, either.

what page(s) has the button? subscribe to what? email? per issue? per project?

Subscribe / unsubscribe to particular issues - whether it is e-mail or RSS is probably irrelevant. It'd just have to show up in 'My issues'; or have the same behaviour as adding a comment.

This is to avoid people adding a comment just saying "subscribing" etc.
