My Drupal 6.x is acting up recently. Are all these things likely caused by one issue?

1. New users registering are not listed in the log. But they are listed if they open a session after the confirmation email. This is a recent problem in the same Drupal release I was using before it started.
2. I have installed updates 6.18 and 6.20, but changelog.txt does not show that 6.18 and 6.20 were installed and I still get an alert that they need to be installed.

I did have a DB problem with a Mollom entry, but have fixed that.

Basically I'm trying to decide if moving to version 7 will solve these issues or, if it's a DB error, moving to version 7 might make things worse.

Did you run update.php after you updated the files?

Yes, I ran update.php. No errors other than three reminders associated with modules not installed.

Additionally, at least some of the access rules are not working. One rule is no emails like %@%.ru but a visitor with address daitydaiting@mail.ru signed up today.
