When you set a panel as your front page and set its path to "home", Drupal's standard user login block won't work.

The user login page yourdomain.com/user is obviously not affected.

Until this is fixed, you can work around this issue by renaming the panel's path.

I am unable to reproduce this.

I created a page, gave it the path 'home' and set it to the front page. THe user login block appears to function properly.

Having the same issue here.

Using 7.x-3.0-alpha2 and have added the User Login block to a region. The login options are displayed without issue but once logged in the region appears empty i.e. no account options.

The path in this case is NOT 'home' (frontiers-home) and the page is set to be the site home page.

Theme used is 'Adaptive' if that makes any difference.
