After D8 image conversion all we can do in \Drupal\image\EventSubscriber\RouteSubscriber is to use \Drupal\Core\StreamWrapper\PublicStream:::basePath() instead :

class RouteSubscriber implements EventSubscriberInterface {
  ...
  public function dynamicRoutes(RouteBuildEvent $event) {
    ...

    // Actual: $directory_path = file_stream_wrapper_get_instance_by_scheme('public')->getDirectoryPath();
    $directory_path = PublicStream::basePath();
    ...
  }

}

I don't really know what gain brings this micro-optimisation.
