The http://drupalcode.org/viewvc/drupal/contributions/modules/one_hour_trans... (committed to CVS on Aug 30, 2010) seems to be a copy of https://github.com/OneHourTranslation/PHP-Client-Library (uploaded on July 20, 2010), which is easily downloadable, and has no GPLv2 license information, and therefore should not have been committed to a drupal.org CVS repository.
Even if the library is licensed under the GPL, it still will violate the 'external library' policy since it doesn't fit any of the exceptions allowed in the policy on 3rd party libraries in Drupal CVS.

daniboy commentedI am no longer actively maintaining this module and I will inform the people who hired my company to write it about this issue. Hopefully we'll be able to resolve this soon.
It should be noted that the writers of the original API library are the ones that hired us to write this module. I'm not sure if this counts as an exception to the policy on 3rd party libraries.
