Hi,
I finally discoverd when the ctools/panel pages go banana.
I build a node ctools/panels template, and it is working ok.
I add the standard Ubercart "Shoppingcart" block, and every theme goes crazy.

I use latest 3.* panels, 1.* ctools and Ubercart 2.4.

Thanks a lot in advance for investigating this further.

If it's just the ubercart block, maybe there's something wrong with the block?

I think so Earl, but it doesn't brake on regular region, only on ctools/panels pages...
I will investigate more. Could may be be something with wrong css or anything related to that.

We had the same problem and finally 'fixed' it by changing a setting in the prosper theme:

admin/build/themes/settings/acquia_prosper

In the developer settings we needed to activate: Avoid IE stylesheet limit.
