Taxonomy user feature req

Thanks for getting back to me.

Anyway, I want to keep track of this...

To really open things up, consider adding a new access priv for users to tag content as well as moving the taxonomy form portion of the post to the published post. In other words, after the post is published the tax from would be at the bottom of the post so that priv users w/b be able to tag my post without having editing privs.

I'll try to take a whack at myself and the next couple of weeks.
