Issue Summary
I've installed Rawlog and it seems to log things fine and nicely.
Now, does it mean I can safely switch off the core module "Database logging" (dblog)? Or is it needed for Rawlog to know what to write to the file log?

From my experience with this module you can safely turn off db logging. However, there are some side effects you should be aware of.
1. You will lose reports (unless you also install the rawlog_reports module - shameless plug)
2. Some modules behave badly and write directly to the watchdog table. This will cause errors. I forget which I've seen do this, but it's not very common.
However, keeping both rawlog and db logging enabled is double work. I'd recommend picking you poison.
