Add child page only when edit page is enable

Hello

i have the problem that i can only add a child page when i enable "edit page". But i don't want that any role who add a child page can edit any bookpage. The link to add a child page is every time shown, i think this is also not all right? When i click on the link i can add a node but in the settings for "Book outline" i can't choose the book. so the node will be create but not saved as a child of this book. as parent item that will shown me the right. Only if i enable "edit page" i can choose the book and it will be correct create.
