i just recently noticed that Caleb G wrote up "Step-by-step: Create a CVS project" at http://drupal.org/node/100748. mostly, i love it. a few ideas for improvement:

1) i think we should move it under http://drupal.org/handbook/cvs/projects ("Maintaining projects with CVS")? that's really the more appropriate home for it...

2) i'd like to edit for the following goals:
a) remove some of the editorial commentary about why the page exists... it's useful info, it doesn't need to justify itself.
b) all of the numbered steps are just "type/paste:". how about we have the actual commands as the steps?

any objections?
