Ridiculous
This is a ridiculous list of features, and raises a massive red flag for any developer considering working with you.
I imagine your budget is somewhere between $14 and $23 depending on how long you've been saving your lunch money, but a project of this scale will require an agency and several months of design and build. It's impossible to give you a good estimate, but I would imagine you could get a low end agency for somewhere in the realm of $50,000+USD.
Although I don't imagine this project ever getting off the ground, this forum would love to hear back from you if you do.

Skadate is a php based
Skadate is a php based application. For $350 you can get the source code and set up a dating site of your own. It is not drupal based but obviously this poster wants to create a dating site in Drupal. They have simply cut and pasted the features page from skadate and that is their specification.

As I said before, $15000.
As I said before, $15000. This isn't an imaginary number - for the amount of development required, particularly as Drupal 7 being new and therefore not having many modules that could be helpful, you are looking at a few hundred hours of development time.
That being said, since you can get those features in a pre-made site for $350, it makes no sense to have the system rebuilt in Drupal - you are rebuilding the wheel. I guarantee that around well over $10000 worth of development went into that system, but since they are selling it to multiple people, they can afford to sell it for cheaper, as they are planning on having multiple purchases cover the development costs. But you are looking for a custom solution for you and only you.
As for the $1500 quote - you could take that too. But remember, you get what you pay for. Often with quotes like that, the developer gets part way into the project, realizes the full scope, and the amount of time it's going to take, and all of a sudden you can't get a hold of your developer anymore.

The problem with copying
The problem with copying features from another site specification is that it indicates that you haven't really thought about what you want or what you are doing. You probably don't even understand half of those specifications. I would say that because of that you are getting ludicrously variable responses. The person offering $1500 will probably just purchase skadate, hook it up to a simple drupal module and make a quick $1000. Your project appears to me like an accident waiting to happen.

dude, just buy skadate and enjoy the feature, anyway if you think more deeply about this problem, skadate and drupal basically is just php script. while drupal is designed to handle various kind of site and skadate is more focus into dating site.
Sometimes a more focus php script is way faster (and less resource hungry) than generic all you can be drupal site.
so just use skadate and find some skadate developer to theme / customize the site for you.
those are just my 2 cents for this problem.

why too much differences?

Someone with great portfolio and works just offered for $2000 but others with no portfolio or good works offered 20~40k.

I personally agree, and not even in a sarcastic manner. Try it out. Worst case scenario, you lose your $2000. Best case scenario, you get a great site done in Drupal 7!
