The upgrade book seems to be a bit behind. There is a reference to the difference between 4.6 and 4.7 but not much more. I would like to see this updated and much more detail given. A starting place might be http://drupal.org/node/102011.

With the upcoming release of 5 I think this is critical. Many people will try to upgrade and novice users will struggle. Updating this could save some support requests.
