It would save time to non-Northamerican Drupal users:

When I first started using twilio they actually did work with international numbers. I'm not entirely sure why they stopped or what there plans are and if it will just start working again - so I will always refer people to twilio for details on their service.

Although I do find it strange you would look at this module before investigating the actual service and whether it meets your needs.
