Combined with the Drupal LDAP module, one can create quite a few Roles allowing or disallowing meeting attendance. However, if LDAP Groups are unavailable, or groups and roles don't offer fine enough granularity, it would be useful if the moderator could include a comma delimitted list of Drupal user names that are allowed to attend.

You can use the Node Access User Reference module for this. Users who will be allowed to access the BBB content can be set using this.
