As per requirements, you need to apply for a CVS account when you have a module/theme ready to be committed. http://drupal.org/cvs-application/requirements reports what exactly needs to do to get a CVS account, and what you are supposed to do; this application didn't follow the points reported in that page, and in the following pages.
