I have a dev site at:
http://insideed.gystworks.com/ that is hosted at 1and1
I have the live site at:
http://www.insideeducation.ca/ that is hosted at HostPapa.ca

The live site isn't tracking downloads while the dev site is. They are technically mirrors of each other... so they should both work the same, no?

Any thoughts you could offer on this would be fantastic.

yep-- afaik, there's no reason the module would behave differently. I couldn't find any obvious file download links to check the url-- but make sure the urls are identical and whatever method you're using to protect file downloads is working properly.
