Issue Summary
* Load the Cache-Navigation block.
* Click on 'Administer' - navigation tree remains collapsed.

Yes. This makes sense.
The navigation menu block changes from page to page. You'll want to enable "page specific" caching on the block configuration page. This should fix your problem.
