Optional attachments

Hello,
I am requesting some way to make the acceptance of attachments optional. Attachments would perhaps by default be allowed but when disallowed the user sending an attachment would get a bounce message from og2list and the site stating that attachments aren't allowed and they should post their content to the site traditionally. Also, this request includes making it optional to not e-mail attachments out to group members from a standard post (the case currently as I understand is the e-mail just contains a link to the content on the site, that is fine).
I understand that this may not interface with drupal and administer >> settings >> og2list due to the nature of the perl scripts accepting and sending mail so perhaps this feature would need to be in mail.conf?
I am willing to work on a patch for this myself, but since there is a patch for attachments in development I thought it best to first post this as a feature request.
