Under the category module access control, does "edit all categories" mean edit all viewable categories as defined by cac_lite? Or, does it literally mean edit all categories?

Basically, I'm trying to set up collaborative editing using the category module. Thanks for any clarifications.

2.5 years later, there's still silence. Since 4.7.x is no more supported too, I'm closing this support request now.
