recently ID'ed this issue with one of my sites. looking at the file structure and the htaccess rules; it should be working but it's not. Will look into a solution... thinking about pulling over some tricks that where developed for d7 core's gzip of js/css.

the .htaccess file that gets put in /sites/default/files/js from the Javascript Aggregator is the issue...

check for this variable and throw a status error
javascript_aggregator_no_htaccess
